340B program compliance seems to become more complicated each year, with new reporting obligations, scrutiny, and expectations. Even seasoned 340B program health center staff can feel overwhelmed by the volume and pace of developments in the program. HRSA has announced a new rebate model for certain commonly-prescribed drugs beginning January 1, 2027, which further complicates the landscape.

This workshop will view the program’s patient definition, Medicaid and Medicare billing requirements, and 340B discount access through a 2026 lens. In addition, it will take a deep dive into more advanced 340B program topics, including inventory management, pharmacy and third-party administrator contracting, and identifying opportunities to expand services to patients through telemedicine and new service lines.
Session 1 will focus on 340B program requirements as they are being applied in 2026.
Session 2 will dive deeper into more advanced topics, including contracting with vendors, managing 340B drug inventory, and evaluating new opportunities.

Principal

Jason has focused primarily on the 340B Program for the past 13-plus years, representing community health centers, Ryan White HIV/AIDS clinics, and STD program grantees primarily for the past 8 years. His time is split nearly evenly among transactions, compliance, remedial action, and advocacy for covered entity protections at the state and federal level.

Counsel

Joella Roland advises hospitals, health centers, Ryan White HIV/AIDS clinics, and STD program grantees on the 340B Drug Pricing Program. She counsels clients on the 340B statute, Department of Health and Human Services (HHS) regulations and guidance, compliance and operational policies and procedures, and responses to government and manufacturer inquiries. Joella also assists covered entities with negotiating and implementing 340B-related agreements, including arrangements with contract pharmacies, third-party administrators, other covered entities, and other program stakeholders.

Before joining Powers, Joella spent more than a decade with the Health Resources and Services Administration (HRSA) and the Centers for Medicare & Medicaid Services, including serving in HRSA’s Office of the Administrator. Her roles included Acting Director of Performance and Quality Management, Lead Compliance Officer, and Presidential Management Fellow. Most recently, she led a team responsible for reviewing agency work products for compliance with HHS and Office of Management and Budget requirements and served as an agency subject-matter expert on privacy law, the Paperwork Reduction Act, and human subjects protections. During her federal service, Joella received multiple awards, graduated from HRSA’s Senior Leader Fellowship Program, and earned the Certified Information Privacy Professional credential from the International Association of Privacy Professionals.
