HRSA recently issued an updated Legislative Mandates Bulletin for FY 2026. This bulletin is an important resource for Health Center Program grantees, as it outlines key statutory requirements and funding restrictions tied to HRSA grant awards. The mandates themselves remain largely unchanged from the prior fiscal year. However, the update includes a new provision restricting the use of federal funds to disseminate false or misleading information under Section 515(b) of the FY 2026 Consolidated Appropriations Act. This provision prohibits the use of grant funds for communications that are knowingly false or misleading.
The bulletin states that HRSA recipients must have policies and procedures in place to comply with all applicable laws. Accordingly, health centers should ensure that compliance with the updated Legislative Mandates is reflected in applicable policies and procedures.
